Krystal's Skirt on the Golden Disk Red Carpet was Cheap?

I think this is the skirt. It can be, might not be. Someone confirm it?

The date of 140116 was a big night in kpop as it was the night of the 28th Golden Disk Awards. Often, people generalized the Golden Disk Awards as the Korean version of a Grammy. For such a big night, many of the biggest kpop acts gathered and walked the red carpet. One of our favourite girl groups, f(x) walked the carpet with 4/5 members (no Sulli) and received the award for Disk Bonsang. 

Now for the title…Typically, stars wear expensive things on the red carpet. The bigger the event and the bigger the star, the more expensive their clothes are. However, this isn't applying here.

The price of Krystal's skirt is $19.80. It is the Forever 21 Dynamite Asymmetrical Mini Skirt.

Not a bad thing, just strange. It looks the same to me, unless that is not the skirt. If it's not, please correct me. I just find this so strange. f(x) has recognition for being fashionable, I cannot fathom that not a single brand was willing to sponsor them for such a big event.

This is not a bad thing. I'm not trying to make it bigger than it seems. Just a bit puzzling. Too used to seeing f(x) wearing these designer names for small events and casual wear.
